Početkom ove godine stupio je na snagu novi Zakon o brdsko – planinskim područjima, a Grad Ogulin bi prema prijedlogu Odluke o obuhvatu brdskog – planinskog područja, koja je još u fazi savjetovanja sa zainteresiranom javnošću, trebao biti svrstan u 2. skupinu (ukupno 3 – na temelju indeksa razvijenosti). Imenovanjem Lipošćaka u Radnu skupinu za teritorijalni razvoj - Podskupinu za potpomognuta i brdsko-planinska područja, otvara se dodatna mogućnost pozicioniranja Ogulina, kao jednog od najvećih brdsko - planinskih gradova, na mjesto kakvo zaslužuje. Nacionalnom razvojnom strategijom do 2030. godine određuju se razvojni smjerovi i strateški ciljevi, koji se detaljno razrađuju u kratkoročnim i srednjoročnim nacionalnim planovima i planovima razvoja jedinica lokalne i područne (regionalne) samouprave. Radne skupine i podskupine imaju zadatak kroz niz prezentacija i radionica za specifična područja izraditi prvu kompletnu nacionalnu razvojnu strategiju.
